Two New Ohio Bills Introduced for Contractor Registration

Two new bills would create state registration of Roofing Contractors and Home Improvement Contractors, initiatives that began in the prior General Assembly session.

Senate Bill 115, sponsored by Senator Kevin Bacon (R, Columbus), would require any Roofing Contractor to register with the Ohio Construction Industry Licensing Board. The legislation also requires a written contract, and three-day rescission cooling off period provision.

House Bill 148 was re-introduced by Representative Bill Patmon (D, Cleveland) after the previous version House Bill 77 enjoyed five hearings in 2015. Establishing a new board in a new section of the Revised Code, registration would pre-empt any local regulation of residential contractors.

Finally, former Senator Tom Patton (R, Strongsville), now Representative, introduced House Bill 164 to create a license for Roofing Contractors.
