Are Changes Coming to Building Code Legislation in Ohio?

Three bills introduced in the Ohio General Assembly will change current law relating to Building Codes, including allowing a township to adopt its own Code provisions.

Senate Bill 43, sponsored by Senator Kevin Bacon (R, Columbus), would grant authority to townships to override the Ohio Basic Building Code with their own local provisions. Assigned to the Senate Local Government Committee, the bill has received three hearings.

House Bill 128 would permit a general contractor or building owner to hire its own third-party, private building code inspector to obtain an occupancy permit. Sponsored by Representative Kristina Roegner (R, Hudson), the legislation is opposed by the Ohio Municipal League as interfering with the authority of local building departments.

House Bill 127 would require every structural steel welder to be certified as qualified by an independent testing facility. Sponsored by Representative Rick Perales (R, Beavercreek), the bill is assigned to the House Economic Development, Commerce and Labor Committee.
